Heating prices, and the university's heating bills, reached record-high levels this year. 今年暖氣的價格和學校暖氣的費用都達到最高的紀錄。

And if they insulated the buildings better, these are really old buildings.
Charming, but...

♂ But not at all energy-efficient, yeah, you're probably right.

What's more, the school should make some basic improvements, such as changing the old windows or make the buildings more energy efficient.
